The Non-Governmental Organization 'Voice of Roma, Ashkali and Egyptians' has a mission to support the mentioned communities through direct interventions in the ares of education, employment, housing as well as through advocacy and representation before the local and international governmental institutions and agencies.
The NGO is located in Gracanica, which is only some 7 km east of capital Pristina. VoRAE is a grass-root local NGO, with more than 18 full time staff members in the Office, whereas with more than 60 staff and associates on pay-roll. The Executive Director is Mr. Isak Skenderi, a Roma national. The team is however multi-ethnic and multi-cultural, very much devoted and motivated. In 2017, VoRAE received an EU Award for Roma Inclusion for Kosovo.
A boat doesn’t go forward if each one is rowing their own way
Mr. Isak Skenderi is the executive director and one of the founders of the organization “Voice of Roma, Ashkali and Egyptians. Mr. Skenderi completed his secondary education at the School of Economics in Prishtina, while he completed his university studies at the Faculty of Economics, in the field of "Management and Entrepreneurship". He also studied English language and literature at the Cambridge School of Foreign Language in Pristina. Prior to founding the NGO VoRAE, from 2002 to 2011, he worked as a translator, working for various local and international agencies, such as the Ombudsman Institution in Kosovo. "KFOR" and "EU Rule of Law Mission in Kosovo". His passion for social justice and equality, his desire to contribute to a multiethnic and democratic society, and motivated by the miserable and marginalized position of the communities, made him the founder of VoRAE NGO.
Vesa Batalli is the Employment Program Manager at Voice of Roma, Ashkali and Egyptians (VoRAE). Her role at VoRAE is to advocate for equality of opportunity for young people in employment communities, to prepare the labor market framework, and to combat antipsychotics. She is responsible for monitoring and implementing the Organization's programs as well as communicating with donors and public institutions. Vesa is an activist who speaks for human rights with a particular focus on integrating the Roma, Ashkali and Egyptian communities into Kosovar society. She has completed her studies at American University in Kosovo - Management and Public Policy.
Employment Program Manager
Orhan Butic is Education Manager at the NGO "Voice of Roma, Ashkali and Egyptians" (VoRAE) and is one of the organization's first employees. Orhani manages the education department in which he plans strategies and objectives to be achieved, then sets out an organizational structure that can ensure that those goals are achieved. It selects the staff to work with to accomplish the planned tasks and manages the overall program process. The organization controls every aspect of the plan of action in order to successfully accomplish the goals of the Organization in the current conditions and with the resources available. It introduces the organization nationally and internationally, as well as writing new projects creating strategies and implementing models for inclusion of children in mainstream education and raising the quality of education with a particular focus on Roma, Ashkali and Egyptian communities in Kosovo. Prior to working at VoRAE, Orhani worked for 5 years in the Education Department at the NGO Balkan Sunflowers as a primary education educator. Orhan graduated from the Faculty: Customs and Expedition at Pjeter Budi College in Pristina.
Violeta Thaci is Resident Program Manager at Voice of Roma, Ashkali and Egyptians (VoRAE). She is an architect by profession, and her role at VoRAE is to design and track the successful implementation of housing-related activities and the equal inclusion of Roma, Ashkali and Egyptian women in Kosovo society. In addition to these activities, the focus of her work is also advocating with the local and central level to subsidize housing improvement programs for marginalized groups, especially of these three communities living in difficult conditions. Joined VoRAE since 2013, where, together with the staff of the housing department, they have successfully implemented a project to improve the living conditions of communities; Roma, Ashkali and Egyptians as well as other marginalized groups living in Kosovo. Prior to joining VoRAE, Violeta worked as a lecturer in architecture and engineering at the 28 November Technical High School in Prishtina, as well as at Lesna Company and for 8 years at the NGO "Women for Women" International"
Manager of the Housing and Women's Empowerment Program
Donjeta Krasniq-Elezaj is Finance Manager at Voice of Roma, Ashkali and Egyptians (VoRAE). Donetta's role in the VoRAE Organization aims to achieve the Organization's mission and vision to support the inclusion of the RAE community in social life in Kosovo. She handles finance management, approving payment requests, and recording employee salaries in the Quickbooks financial system. Donjeta also assists in the development of the budget, the management of the account balance and reports on all liabilities to TAK. Prior to joining VoRAE, she worked at highly successful NGOs related to citizen awareness and social life in Kosovo, such as Balkan Sunfloors Kosovo (BSFK) where she worked for more than 5 years as a Coordinator of finance. Donjeta graduated from the Faculty of Economics - MSc in "Management and Informatics" and also graduated from the Faculty of Philosophy - Bachelor Department of "Sociology" in Prishtina.
Donjeta Krasniqi Elezaj
Kiki Rrahmani is Media and Public Relations Officer at Voice of Roma, Ashkali and Egyptians (VoRAE). Her role at VoRAE is to design and implement a communication plan, prepare press releases, field information, success stories, and other publications. Kiki attends various meetings, seminars, conferences organized by the organization as part of activities implemented for the programs: Employment, Housing, Education, Human Rights and Anti-Sexism. She also has good social connections with other media and related organizations. Kiki specializes in this field as she has over 10 years of experience in this field. Prior to joining VoRAE, Kiki worked on very successful projects related to raising awareness and social life in Kosovo. Among the most successful projects he has designed and implemented have been the show "LEMzA" and "TALK". Kiki graduated from the Faculty of Economics - Ba & Msc "Bank Finance and Accounting" in UP as well as the "Academy of Fine Arts" in Prishtina.
Media and Public Relations Officer.
Amanda works in the position of Administration Officer, with additional responsibilities in the field of: Human Resources, Procurement and Assistant at CASH. Performs supervisory control of the administration of VoRAE's work including programs such as: Education, Human Rights, Employment, Housing and Anti-Gypsyism. Provides services in accordance with the principle of the rules of procedure and the rule of law in an impartial, apolitical and mission-oriented manner. Provides tasks that are performed efficiently, effectively and transparently in collaboration with staff in the interest of the organization. Otherwise, Amanda Toska has completed her Master's Degree in Sector Management at AAB College of Economics as well as two other faculties at the University of Prishtina and Haxhi Zeka University in the fields of Public Administration and Primary Education.
Senad Ibishi is an employment officer with the NGO Voice of Roma, Ashkali and Egyptians (VoRAE) in the employment department. His role at VoRAE is to provide equal opportunities in employment, mediation and internships for young people from the Roma, Ashkali and Egyptian communities. The Senate deals with training community staff on how to prepare a resume, cover letter, how to conduct a job interview, and how to apply for internships. He also deals with advocacy and mediation for regular employment, organizes summer camps and other activities for young people from RAE communities. Senad has completed his bachelor's degree at AAB College of Public Administration, Political Science and Diplomacy and is pursuing his Msc in the same field.
Njomza Uka Selimi is Senior Employment Officer at Voice of Roma Ashkali and Egyptian. Her rol in VoRAE is to build and maintain good collaboration and cooperation relationship with the project partners, identifying Roma, Ashkali and Egyptian youth seeking for jobs, facilitating meetings and other activities related to the improvement of unemployment rate of Roma, ashkali and egyptian youth in Kosovo with governmental representatives and municipality representatives. She also continuously is in contact with institutional representatives and other important stakeholders to avdocate for Roma, Ashkali and Egyptian communities. She also mediate the youth for professional training, and organizing other social activities such as Multicultural Festival, youth camps etc. Prior to joining VoRAE, she worked at Kosovo ICT Associations-STIKK as a Project Manager and Membership Coordinator for more than 7 years.

Senior Employment Officer
Floride Kuqaj is Official for the Empowerment of Roma, Ashkali and Egyptian Women in the Voice of Rome, Ashkali and Egyptians (VoRAE). Her role in VoRAE Organization is to manage and organize the work and activities in cooperation with partner organizations that are closely linked to the support, protection and promotion of the rights and interests of women and girls in Kosovo. Floride continuously designs and implements plans that provide equal professional opportunities through training programs and other support that the women and girls of the Roma, Ashkali and Egyptian communities need to be equal competitors in various fields and sectors in Kosovo. She also has good professional and social connections with other institutions and organizations in the field of women's empowerment in public, private and civil society institutions. Florida has professional training and work experience advocacy and human rights. She graduated from the Faculty of International Relations and Diplomacy at the University College Iliria, ëhere she also continued her master's studies at the same branch.
Officer for Empowering Women
Ismet Nazifi works as Senior Program Officer at the Voice of Roma, Ashkali and Egyptians Organization (VoRAE). He is a Civil Engineer by profession and since 2014 at VoRAE has been working on the “Housing” program specifically on the project of improving living conditions for RAE communities and other marginalized groups. Prior to joining VoRAE, he worked at The Lutheran World Federation in the Mitrovica International NGO (LWF) in various positions as: Engineer, responsible for field work then as LWF Program Coordinator - responsible for Kosovo throughout 10 years. He has also worked for DAKI LLC and AS-COM GROUP as a project engineer and project coordinator. At Exclusive Design Company-Pristina (EXDC) he has been the leader and supervisor of building block building work. He has also worked at the Raiffesin Bank Kosovo banking institution as a Collateral Specialist. Part of his experience and experience were companies such as: EXTERIER, DECO, SKPB and Road Enterprise “Put” Prishtina.
Senior Housing Officer
Erodita Qehaja has been engaged as a Resident Officer at NGO VoRAE since May 2017. She has completed her undergraduate studies at the Department of Architecture at the University of Prishtina “Hasan Prishtina” in Prishtina. During 2017-2019, it was engaged in the elaboration of architectural plans of beneficiary houses from the housing program "Improving Housing Conditions for Marginalized Groups in Kosovo", as well as in monitoring and supervising fieldwork. Now, Erodita is engaged in advocating for cadastral procedures for: Drafting three-year housing plans at Central and Local level, as well as institutional affordable housing solutions for vulnerable groups through the development and promotion of affordable housing models. Erodita is also engaged in activities aimed at helping women in the communities gain awareness to promote their issues and play an active role in the community and beyond.
Officer Women Empowering
Afrim Osmani is Education Officer at the Voice of Roma, Ashkali and Egyptians Organization (VoRAE). His role at VoRAE is to implement education plan and education performance in Roma, Ashkali and Egyptian communities. Together with their peers, they create strategies to support these communities, motivate and eliminate or (reduce) barriers to education. Its priority is to stimulate students by supporting them through programs implemented by the NGO VoRAE and supported by donors to equip students with equal access to the majority community and full integration into Kosovo society. Afrim tracks education developments and prepares reports on the quality of education, following reports from the hierarchy of school staff. Through various sessions, workshops, and trainings it seeks to raise the quality of education and by increasing the importance of primary, secondary and tertiary education to the Roma, Ashkali and Egyptian communities. It has good social properties and possesses mutual cooperation with all representatives of Local Organizations and with mechanisms at the highest state level. Approaching well knows the traits of training and being a leader.
Argnesa Jahmurataj Visoka is Education Officer in Non Government Organization “Voice of Roma, Ashkali and Egyptians” (VoRAE). Her duties in the organization VoRAE is to manage and organize the work and activities in Centers for Additional Learning. Argnesa continuously develops and implements work plans based on the needs and findings from filed work. The mission and vision of the centers is to enhance the quality of learning and to increase the success and inclusion of children from Communities Roma, Askali and Egyptians, in compulsory upper secondary and university education. She has also good professional and social cooperation with other institutions of formal and non-formal education Argnesa has professional background and work experience in elementary and lower secondary education. Argnesa has graduated in the faculty of Social Pedagogy and holds a Masters in Management and Leadership in Education from the South East European University.

Senior Education Officer
Silvester Skenderi joined NGO “Voice of Roma, Ashkali and Egyptians” in 2015. As a program officer in the Education department, his focus are primary and secondary students from Roma, Ashkali and Egyptians community offering support thru education centers and scholarships, mentoring and tutoring programs. Focuses on improving educational opportunities and outcomes for Roma, Ashkali and Egyptians community in Kosovo. He coordinates education centers and leads a team that supports effort with focus to improve students specific needs, with the active participation of parents and teachers on the regular school premises to preventing school dropout, improving school attendance and providing educational and material support to children in primary and secondary schools. Silvester brings more than 7 years of experience in the non-profit sector, working with various NGO’s and as Roma activist. Silvester graduated from school of Gymnasium direction of Mathematics, but also attended in a lot of courses about education, human rights etc.
Fisnik Bajrami is an education officer in the non-governmental organization Voice Roma, Ashkali and Egyptians (VoRAE). His role in VoRAE is to implement the educational plan and work of the Roma, Ashkali and Egyptian communities. Stimulating student support through programs implemented by a non-governmental organization VoRAE and supported by donors, which also aims to increase student access on an equal basis with the majority community in primary, secondary and higher education of Roma, Ashkali and Egyptian communities and integration complete in Kosovo society. Fisnik has good social attributes and cooperates with all representatives of local organizations and with mechanisms at the highest state level. Prior to joining the non-governmental organization VoRAE, Fisnik worked in various fields, contributing to society and the country as: - In the Ministry of Education, Science and Technology MEST's - Supervisor in cooperation with UNICEF and Kosovo Statistical Agency KAS - Save the Children (2011/2012). Fisnik completed his undergraduate studies at the University of Pristina's Department of Biology, as well as his field of leadership at the AUK American University in Kosovo.
