"Evaluation of the capacities of the municipal structures of mandated to work with marginalized groups and Regulation of (QRK) No. 15/2023 on the Civil Service Admission Procedure".

🏢 The Ministry of Local Government Administration (MAPL), in cooperation with the Organization "Voice of Roma, Ashkali and Egyptians", "Terre des hommes" and "HEKS", has organized the discussion table on 📑 "Evaluation of the capacities of the municipal structures of mandated to work with marginalized groups and Regulation of (QRK) No. 15/2023 on the Civil Service Admission Procedure".
💬 Representatives of the Directorates of Finance, Administration, and leaders of Human Resources Offices from different municipalities participated in this table. Through interactive debates, participants raised many issues, focusing mainly on:
📌 Recommendations for public institutions to realize and ensure equal representation in employment for members of the Roma, Ashkali and Egyptian communities in public institutions, guaranteeing decent employment and decision-making positions.
📌 Regulation (QRK) No. 15/2023 on the Admission Procedure in the Civil Service, aims to have cadres prepared for the positions to be announced. Where the labor market in Kosovo should be focused on the basis of educated and prepared personnel for the labor market and not on the basis of ethnicity.
📌 Article 13 - Reserved quotas and affirmative measures, which allows public institutions to open a recruitment procedure only for members of marginalized communities in order to fill the 10% quota, which has never been implemented so far.
🔖 This discussion aimed to understand and implement the recommendations to guarantee equal representation in employment for the Roma, Ashkali and Egyptian communities.
